The American Rescue Plan Act (ARPA) – which included more than $2 billion for Kentucky public schools – recently authorized a third ESSER Fund, ARP ESSER. These funds are designated to support schools in safely reopening and sustaining safe operations of schools while meeting the academic, social, emotional, and mental health needs of students resulting from the coronavirus disease 2019 (“COVID-19”) pandemic. Rowan County has received two-thirds of ESSER funds, which was spent on our Virtual Online Platform, virtual teachers to support the virtual academy (RCOLA), instructional and intervention resources, 1-1 technology devices, and our summer learning program. The remaining funds are set to arrive soon. We are seeking feedback from stakeholders on the creation of our plan related to the American Rescue Elementary and Secondary School Emergency Relief (ARP ESSER) fund.
